Judith Suminwa Tuluka: DRC’s First Female Prime Minister

Judith Suminwa Tuluka has etched her name in history as the Democratic Republic of Congo’s (DRC) first female Prime Minister, symbolizing a monumental stride toward gender equity in a nation rich in potential yet beset by challenges. Appointed by President Felix Tshisekedi in June 2024, her leadership arrives at a pivotal moment as the country grapples with economic reform and persistent conflict in its eastern provinces.

At 57, Suminwa brings a wealth of experience from diverse sectors, including banking, international development, and governance. Her academic foundation, a master’s degree in applied economics from the Université libre de Bruxelles, laid the groundwork for her early career in banking. Transitioning to the United Nations Development Program (UNDP), she focused on peacebuilding and democracy, particularly in the conflict-ridden eastern regions of the DRC, where instability has displaced millions.

Suminwa’s political ascent began in earnest when she served as Senior Advisor to the Minister of Budget (2012–2015). She later held influential roles, including Deputy Coordinator at the Presidential Strategic Watch Council (2020–2023) and Planning Minister (2023–2024). As Planning Minister, she gained international recognition, participating in the Harvard Ministerial Forum in April 2023. There, she refined a comprehensive strategy to spur the DRC’s economic growth through human development, efficient resource allocation, and increased government revenue without reliance on borrowing.

Her appointment as Prime Minister aligns with the ruling Union for Democracy and Social Progress party’s continued dominance, following its victory in the December 2023 general elections. Leading a nation plagued by one of the world’s worst humanitarian crises, Suminwa has pledged to prioritize peace, development, and resource management, particularly in the mineral-rich but violence-stricken eastern provinces.

As one of Forbes’ 2024 World’s Power Women, ranked #77, Suminwa represents hope for a nation striving for stability and progress.
